Self Lay Water Mains and Service To view the Self Lay Water Mains and Service procedure guide, click Water Resources Management Plan Strategic Environmental Assessment (SEA)* Water Resources Management Plan Strategic Environmental Assessment (SEA) A strategic Environmental Assessment Report has been prepared to provide high level and strategic protection of the environment by incorporating environmental considerations into the preparation of Portsmouth Water’s Water Resources Management Plan (WRMP). Under the requirements of the European Directive 2001/42/EC (the “SEA Directive”), it is now mandatory to undertake a SEA for all strategic plans and programmes. We consider that our draft WRMP is a strategic plan as defined by this Directive This Environmental Report details the integration of environmental objectives into the plan formulation and the means by which environmental objectives have been shaped by the SEA process. Statutory Consultees, including the Environment Agency, Natural England, and English Heritage have been consulted in preparation of the Report. The SEA process is seen as one of the key mechanisms for assessing the environmental implications associated with the options set out in the draft WRMP. Draft Water Resources Management Plan 2009 The Water Resources Management Plan Regulations 2007 require water companies to produce a draft Statutory Water Resources Management Plan for public consultation. During the period 2nd May to 25th July 2008 the public and interested bodies such as the Environment Agency can comment on the Plan. Following the period of consultation the Company will, prior to the 31st October 2008, publish a Statement of Response. Taking note of any comments received during the period of consultation, and any direction received from the Secretary of State, we propose to publish a final Water Resources Management Plan in July 2009. Recent research has shown that maintaining the security of supplies is the highest priority for our customers. This year we are consulting upon our 25 year plan to ensure that we have sufficient supplies for new and existing customers through to 2035. The consultation runs from the 2nd May to 25th July 2008, and having considered the responses, we will submit our Final Plan for the next 25 years to the Secretary of State in April 2009. To assist with the development of the Draft Plan, we have carried out a Strategic Environmental Assessment (SEA). The subsequent report has been published recently detailing the integration of environmental objectives into the plan and the means by which environmental objectives have been shaped by the SEA process. The Environment Agency, Natural England, and English Heritage were consulted. We have also paid particular attention to the Government's water strategy 'Future Water' which was published in February 2008. We recognise new regulations that designate the Portsmouth Water area as at serious water stress and which encourage the development of compulsory metering. We have co-operated fully with the Environment Agency in developing solutions which will protect the many important European Habitats sites in and around our area. We also recognise the part that both the Company and its customers can play in managing demand by reducing network leakage and encouraging water efficiency measures. Our demand forecasts take account of the growing demand from existing households, driven by lifestyle changes, as well as the new populations and households proposed in the 'South East Plan'. Reductions in our licences required to protect important habitats sites mean that by 2015 we may not have enough water to meet our customers expectations and so we have prepared a 'package of measures' which we believe are necessary to maintain supplies through to 2035.
